Who is eligible for CREATES services?

We serve low- income individuals and families who are either homeless or at imminent risk of losing their homes. Eligible recipients are referred to by other agencies who have vetted the requestor’s income and/ or TANF status, or illness/ disability. Low- income standards include those under 150% of the federal poverty level. Referring organizations verify income through standard means ( paystubs/ bank records) and affirm the status of the eligible recipient. Referring agencies share their approval process/procedure with CREATE and are reviewed annually.

All applications for assistance will be reviewed and considered on a case by case basis with priority being given to those applicants from Tucson’s Ward 2 and 4 on the eastside.

Qualifying Services

CREATE’s services directly respond to the immediate needs of our target populations, focusing on providing crucial assistance that helps individuals maintain stability in their homes and lives. Our cash, rent and utility assistance is the cornerstone of our support. By offering this direct financial aid, we enable vulnerable populations to maintain their housing, preventing homelessness and fostering greater security.

CREATE offers the following complementary services to our core cash and utility assistance:

Immediate support to crime victims: In partnership with law enforcement, we provide utility and cash assistance to crime victims during times of crisis.

Crisis training: We train law enforcement and individuals with disabilities to ensure safe and effective responses during crises.

Respite care payments: We provide respite care payments to caregivers of the chronically ill or disabled, helping reduce housing instability.

Hygiene product distribution: We distribute hygiene products to individuals and families facing homelessness or housing insecurity.
